The Edmunds County Board of
Commissioners met at 9:00 A.M. on June 17, 2008 at the county courthouse. Members present were: Jack May, Edwin Miller, Norbert Jangula,
Jeffrey C. Aman, and Delmar Schock.
Chairman Aman called the meeting to order at 9:00 A.M. Others present for portions of the meeting
were: Lynda Hento and Lenny Uhrich.
MINUTES APPROVED: Motioned
by Miller, seconded by May to approve the minutes of the June 5, 2008
meeting. Motion carried.

REGISTER OF DEEDS: Motioned by May, seconded by Miller
to accept the Register of Deeds statement of fees for the month of May, 2008 in
the amount of $3,525.70. Motion carried.
JOINT POWERS AGREEMENTS: Motioned by Miller, seconded by May to
approve and allow the chairman to sign the joint powers agreements, between
Edmunds County and the Townships of Cortlandt and Kent for the rental of county
spray equipment and one Edmunds County highway employee at the rate of $60.00
per hour, effective June 17, 2008 through November 1, 2008. Motion carried.
BRIDGE
PROJECT BRF 6176(19): RIGHT OF WAY DONATION: Motioned by Jangula,
seconded by Schock to approve and allow the chairman to sign the Agreements For
Voluntary Right Of Way Donation, between Edmunds County and Loretta Thares and
Sherwin & Judith Schwab, which grants Edmunds County temporary easement for
the construction of Bridge Project #BRF 6176(19). Motion carried.
UTILITIES CERTIFICATE: Motioned by Schock, seconded by May to
approve and allow the chairman to sign the Utilities Certificates which certify
that Edmunds County will or has moved or adjusted all utilities lying in the
path of or conflicting with the construction of Bridge Project #BRF
6176(19). Motion carried.
LETTING AUTHORIZATION: Motioned by Miller, seconded by May to
approve and allow the chairman to sign the Letting Authorizations which
acknowledge that the South Dakota Department of Transportation, Office of Local
Government Assistance, estimates the costs of the following bridge projects
which will be covered by 80% Federal funds and 20% County matching funds: BRF 6176(19) - $293,702.00. Motion carried.
RIGHT OF WAY CERTIFICATES: Motioned by Schock, seconded by Miller
to approve and allow the chairman to sign the Right-of-Way Certificates which
certify that Edmunds County has acquired all necessary right of way and
temporary construction easements required for the construction of Bridge
Projects BRF 6176(19). Motion carried.
RESOLUTION – BRIDGE REPLACEMENT #BRF 6176(19): The following resolution was introduced
by Commissioner Miller, who moved its adoption: Resolution #2008-6-2, County Federal Aid Bridge Replacement or
Rehabilitation Program. The motion to
adopt the resolution was seconded by Jangula.
Roll call vote: May – yes,
Miller – yes, Jangula – yes, Aman – yes, Schock – yes. Resolution
adopted.
WHEREAS, the Edmunds County Board of County
Commissioners desire the replacement of the bridge located 8.0 miles South
& 9.0 miles East of Ipswich over Preachers Run Creek, STR #23-427-180.
AND WHEREAS, Edmunds County is obligated and hereby agrees to provide
proper maintenance as required by the Federal Highway Act as amended and
supplemented thereto for project after construction is completed and to
regulate or cause to be regulated the installation of utility facilities within
the limits of the right-of-way of the proposed project in accordance with State
and Federal requirements.
AND WHEREAS, the bridge is in need of replacement/rehabilitation for the
following reasons:
1. The sufficiency rating is 46.8%.
2. The bridge is not located on a County or
Township designated Minimum Maintenance Road.
3. The bridge is located on a Federal Aid
Route, a school bus route, a mail route, a field to farm to market route, and a
route to a rural church.
4. The load carrying capacity of the existing
bridge cannot be improved to carry legal loads by rehabilitation of the existing bridge.
NOW THEREFORE BE IT RESOLVED, that the South Dakota Department of
Transportation be and hereby is authorized and requested to program for
construction, in accordance with the “Secondary Road Plan” and the State’s
“Standard Specifications for Roads and Bridges”, the bridge replacement project
at the above described location. Items
to be handled by State forces with Federal Participation will include hydraulic
study review, foundations investigation (if necessary), plan reviews, and
construction administration.
Edmunds County will have $58,740.00 available during calendar year 2009
to match available Special Bridge Replacement Funds. Dated at Ipswich, SD, this 17th day of June, 2008.
BRIDGE PROJECT BRF 6176(20): UTILITIES CERTIFICATE: Motioned by Janugla, seconded by May to approve and allow the
chairman to sign the Utilities Certificates which certify that Edmunds County
will or has moved or adjusted all utilities lying in the path of or conflicting
with the construction of Bridge Project #BRF 6176(20). Motion carried.

HIGHWAY SYSTEM – CHANGE
ORDER: Motioned by May, seconded by
Miller to approve and authorize the Chairman to sign the Change Order, with SD
Department of Transportation, to decrease the contract price on Project PH
8023(05), for County Signing, $3,279.65.
Motion carried.
LIQUOR HEARING: Motioned by Schock, seconded by Jangula to approve
the On and Off Sale Malt Beverage License for a Special Event to operate
outside of a municipality from 11:00 A.M. on July 4 to 10:00 P.M. on July 6,
2008, in the name of the Roscoe Centennial Celebration Committee. Motion carried.
HEALTH INSURANCE: Peggy Birchem and Mike Hammrich, representing health
insurance carriers in Edmunds County and Wellmark Blue Cross Blue Shield,
Malcolm McKillop, from SD School District Benefits Fund, and Steve Henrichs and
Wayne Langenfeld, from Starmark and Trustmark Insurance Company, met with the
Board to discuss and quote health insurance.
A quote was also received from Sanford Health Plan.
Motioned by May,
seconded by Schock to remain with the SD School Districts Benefits Fund and to include
lab and x-ray with the office copay and to increase the wellness benefit to
$300.00. Motion carried.
TRANSFER CASH: Motioned by Schock, seconded by May to make a
budgeted transfer of $16,000.00 cash from the General Fund to the Emergency
Management Fund and a budgeted transfer of $20,000.00 cash from the General
Fund to the E911 Communication Center Fund.
Motion carried.
